That's an unrealistic assumption regarding investment returns
You'll have different investment options between the IRA/401k/457, and and even if you use just nothing more than index funds you'll have different fee structures.

If there is no matching contribution in the 401k then use the account that has the lowest fee structure first.

If Roth contributions are the most important feature to you,then see if your 401k allows for Roth contributions, since there is a higher contribution limit there ($18,000 + an $6,000 additional catch up contribution if you are over age 50).
