has anyone thought that BYU, Provo City, and the Towing companies are

all in bed with each other?

BYU has a curfew, which coincidentally coincides with apartment curfews of when tow trucks begin to patrol like sharks. Meanwhile, Provo City refuses to build parking structures that would alleviate a lot of the public parking problem
