Teams now know to cover deep on scrambles to the right side. They know Tanner can't see the middle of the field. They know he won't step up in to the pocket. They know he rarely throws slants (big difference from Christian Stewart).

Tanner had 3 huge throws in the first 2 games. These plays raised his passer rating tremendously. But now that we have a bigger sample, we know that he isn't going to complete a 40+ yarder every 30 throws.

So you're right that lesser competition and greater experience should help his ratings. But I'm not 100% sure they will go up. They could just as easily flatline as we get a bigger sample size.
