to the conference champ - of if the conference champ is not available it's required to go to the highest ranked team available from the conference (according to the committee's rankings). There's not any room for negotiation there. I'll try to find a link on that information if you'd like. That being said, I do think that Stanford will finish the season ranked higher than Utah anyways.
