Not second place team, they can choose who they want if I remember correctly

For instance, if Ohio State goes undefeated and Michigan is 10-2 (with their lone losses being to Ohio State and Utah) and then Iowa or Northwestern loses to Ohio State in the championship game and finishes 11-2 you would have to think that the Rose Bowl would want Harbaugh and the WOlverines over Northwestern or Iowa.
