Ticket sales are down, not just at BYU, or in CFB, but generally all sports
at all levels. There are so many factors but here are probably the biggest reasons:
1. All games are on TV. Some sports are better on TV (football chief among them).
2. Schools get more money from TV than than from the gate now. So much more in fact, that they have no reason to lower prices low enough to sell out a stadium because they are trying to maximize profit from the gate, not maximize people in the stadium. BYU would sell out the stadium if they priced the games at $15, but they'd lose a ton of revenue. They're trying to balance their prices to maximize revenue.
3. For BYU this year, that freeway issue at the point of the mountain is no joke. Last week it took me 3 hours to get to the game when it normally takes less than 2.
