Provo doesn't have the hospital system to support a top notch medical school.

Small-ish patient population. Yes, there are other medical schools with a smaller area around them, but those are usually big time research universities or prestigious programs like Dartmouth. There are a lot of great LDS physicians out there, but I don't know if BYU could attract them all.
