As long as they aren't making in game decisions based only on that number.
If a FG gets you to 24, but the way the flow of the game is going you can tell you need more than that, you make the call at that time based on what that game is dictating. As long as he isn't blinding deciding to kick and score 24 w/o any basis in the specific game, I'm fine with these targets being used.
