He gave his perception of what the honor code was
Some of it true, some of it not so. It cast a bad light on the program and school and was a bit self serving. He didn't need to go there, but felt it justified whatever he was trying to justify.
It also seemed to be looking down upon those who have agreed to keep it and those who administer the honor code.
