I think you are more hung up on semantics than most of the posters who use
"Can't" or "won't", and I doubt they are giving it much thought.
My point is plenty of posters who are quick to jump on HC violators and point out that they shouldn't complain when they signed the HC or that we shouldn't feel bad for them, yet they are quick to criticize someone who doesn't even come to begin with who says "yeah, I'm not willing to sign the honor code."
