Unfortunately it's not the bowl committee who has the final say. ESPN owns both this bowl and the Hawaii Bowl
The bowl committee may have their preference of who they want but ultimately it will come down to what matchups ESPN feels will be better in both the LV Bowl and the Hawaii Bowl.
