Those "circumstances" being the decision by ESPN & the NCAA to have more bowls than can be filled by teams without a losing record.

UCLA set the precedence in that regard a couple of years ago.

I remember when ND refused to play in a bowl game because they had lost a couple of games. The post-season portion of college football has definitely gone steadily downhill the last couple of decades.
