Let it go. If there is a penalty, there might be a minor offensive hold or a push-off (technically offensive PI). It occurred before any leap, and didn't prevent the defender from jumping. Technically that wouldn't matter for a penalty. The guy is short and running backwards. Also Mathews position is inadvertently blocking the side judge from even seeing this. You get the privilege of seeing it from the opposite angle. It would be very picky to call that a PI and the SJ wasn't in position to see it. Oh and the field judge on the opposite side wouldn't call it either because it's not his to call.
Also the use of "atrocious". Really atrocious? You obviously don't watch a lot of football to call that atrocious. There is a lot of minor bumping and grabbing on a toss up like that. If a referee call every minor touch by a WR or CB, then the game would be in your words "atrocious."
