The thing is, it's just not that easy. The offense works best when it's built
around one QB who has been allowed to take the bulk of the reps in practice, have plays which have been tailored to his abilities practiced over and over again, develop chemistry with his receivers. It's true backups sometimes take over after an injury and do very well, but it's not an optimal situation by any means. These two are very dissimilar QBs and the adjustment from one to the other isn't a simple thing for the offense.
