The Pac12 has no incentive to expand unless
it can get Texas. No one else moves the needle. The Pac12 will never lose its P5 status, so it really doesn't care if the ACC or BIG10 move to 16. Expansion is all about money, not larger numbers for the sake of larger numbers.
And I also agree that political issues will always keep BYU off the table. On this front, things are getting worse, not better.
