I think this is actually in the Pac-12's Vegas Bowl contract

I've read it here on CB and can't remember the details but the result is the same: if Utah doesn't want to go to the Vegas Bowl, it doesn't have to since it went there last year. And IMHO it seems unlikely they'll waive it to play BYU when we're their 1st game next season.
