Rule 17.9.5.2(k) says against or "under the sponsorship of" a Hawaii institution
Could the University of Hawaii *sponsor* a BYU-Notre Dame game in early December? (BYU and Notre Dame pay Hawaii or share gate revenue or whatever is needed - this actually could really help Hawaii athletic).
If so, you could work it in a rotation:
Year 1: Provo (BYU and Notre both play @Hawaii to get the extra 13th game)
Year 2: Hawaii (the BYU-Notre Dame game in Hawaii is the extra 13th game)
Year 3: South Bend (both play @Hawaii)
Year 4: Hawaii
