Utah has an 82% acceptance rate and the 25% of its admitted students have a 21
on the ACT so I guess it is possible to not be admitted (

)
compare UCLA
19% acceptance and the bottom 25% of accepted students have a 27 on the ACT (top 25% have a 33)
http://collegeapps.about.com/od/collegeprofiles/p/UCLA_Profile.htm
and BYU
47% acceptance and bottom 25% of accepted students have a 27 and top 25% have a 31
