No they can't, not anymore. When is the last time you were over there?
I park in the law building parking lot for basketball games, so I walk through that area every time. It is definitely not able to be opened. There are hard curbs all the way around the MOA parking lot on that side. The road that goes by the Creamery is not accessible from that side.

As others have mentioned, they could open the other side, where campus drive winds around the west and south side of campus. But the east side is permanently closed.

Heritage Drive (that goes by the Creamery on Ninth) now dead-ends into the parking lot on the east side of the HFAC. And what used to be the north part of Campus Drive dead-ends into the MOA parking lot. The MOA parking lot exit that used to be on the east side of that lot is gone, replaced by grass and sidewalks. There are hard curbs, sidewalks, grass, and even a fence in between those two roads. There is no way to open it to traffic anymore.
