As I understand, the problem is simple geography. There isn't enough to cut out
of a metropolitan area's combustible byproduct to have an appreciable effect on the severity of the inversion (without turning it into the middle ages completely). The beautiful mountains surrounding the two valleys simply make a delightful dish to catch and hold all of it, and any cutbacks or additives or other feel-good solutions would simply make the smog layer that goes from street-level up to 500 feet a smog layer that goes from street-level up to 450. No appreciable difference at street-level.
