There used to be a run off waiver for immediate eligibility for when a coach
takes a scholarship from an athlete for reasons outside of the athletes control (e.g. athlete not good enough to play). Those waivers were done away with.

The new direction given by the NCAA is that immediate eligibility waivers in sports that cannot use the one time transfer exception (FBS Football, basketball) will not be granted. As of the 2015-16 academic year, If circumstances exist that would warrant a waiver an athlete can be granted a 6th year of eligibility at the end of the athletes 5 year clock.

My understanding is as of this year there are no immediate eligibility waivers for 4-4 undergraduate transfers.

I Don't see how he can be eligible for this season. The NCAA has stopped granting these waivers. You can research the 2015 4-4 transfer directive to read up on it if you'd like, it was issued last summer. I can only find it in PDF form or i would link it.
