When does the government not discriminate by affluence to give out aid? That's what this would do. Some schools would get more help than others, which is already what happens, but in the opposite way I am proposing. Right now the bigger schools who already have a lot of money are getting more money from the government than the smaller schools, and I think it should be the other way around.
