Can't say for Utah, but in Cali, those center lanes are called two-way left turn
Lanes. You can drive in those lanes only for 100 feet. So entering those lanes, driving 100 feet, then entering a true left turn lane is legal. But to your question about fault, any motorist entering a roadway from a driveway or street must yield to ALL traffic on that roadway, regardless if a motorist is in a two way left turn lane longer than 100 feet
