I do, however, agree that it's frustrating at times when it seems like government policy can sometimes reward those who either don't try to do for themselves or those who make poor decisions. The continued push by some to means test social security is another example. If you work hard and save too much for retirement, there are those who would take away what you are going to collect and give it to those who bought nicer cars, lived in more expensive homes and blew their money because you'll have some and they won't.
I recognize that people can paint with too broad a brush. Many recipients deserve a hand up and they can come from very trying circumstances. I think JH's frustration, and that of a lot of people, stems from the fact that their doesn't seem to be an incentive system that rewards good, disciplined choices.
