Coaches will start whoever they think the best option is
They may have told Taysom that if he is healthy he would probably be the starter, but with so much on the line, I don't think they will hand the starting job to him if Tanner looks like the better option. That is how you lose your job and credibility with other players.
If they are about equal, you go with the more experienced 5 year senior than the true Sophomore.
