If Tier 3 rights are left to the individual schools then Big12 is perfect

Perfect for big schools like Texas ($15 million with LHN), Oklahoma ($7 million) and BYU with BYUtv. The smaller schools can air their stuff on local TV. Its a fair system where the bigger schools have an instance where they can keep what's theirs and not have to always share it.
