UH hasn't actually blocked it, but they are definitely trying
UT went ahead and purchased the land over UH's objections.
UH is just trying to protect what little territory to which they may have even a dubious claim.
UH can't really stop the expansion, but they may be able to delay it and that is what they are using as blackmail to obtain UT's support in the Big12 expansion talks.
