Unless Bowlsby really doesn't need all this time.
My guess is he has thrown out nearly 95% of the schools that have contacted the B12 (ala East Carolina...seriously?!) and is focused on the schools that we are all in the know about (BYU, Cincy, Memphis, Houston, UCONN and maybe the Florida schools+CSU).
I can't imagine he will need until October to go through these schools. USF is pretty much out, UCF has potential but not in the next decade. UCONN would be nice, but still isn't a geographical fit with WV. So he really only has 4-5 schools to analyze. I bet it comes quicker.
