Define Tabling in Parliamentary Procedure (In Re: Big12 Expansion Vote)
Let's talk about where we are in the actual process of decision making.

The President's meeting would follow Robert's Rules of Order generally.

Pending Motion to Expand Big12 (Motion being considered)
Discussion
Consensus that Presidents not ready to take that vote yet
MOTION TO TABLE brought up with conditions (tabling is not killing the motion, it is suspending discussion)
Discussion to seek and/or invite proposals -- more information to be sought from schools
Motion to Table the Motion to Expand and seek proposals from schools.
Motion to Table with conditions approved.
By Robert's Rules, the Motion to un-table or lift from the table only takes a simple majority -- it assumes the conditions would be met.
The Motion to Expand will be reconsidered assuming the proposals coming in deserve further consideration.
The motion to expand was tabled. It can be taken up at any time with a majority vote.

I think understanding "tabling" is important to understand what is going on internally with Big12
At this very instant, there is not a vote for expansion. That has been suspended indefinitely.
At this very instant, there is a condition on lifting the motion to expand off the table that has to be met
That condition is hearing proposals from schools about their inclusion into the Big12.

There is no guarantee that a vote on expansion will come if the prior condition is not met to the satisfaction of a majority of schools.
I think that is going to happen, but we are dealing with tabling first. A condition precedent.

Let's talk about where we are at, not where we want to be.
BYU needs to meet the condition attached to tabling first and convince 6 schools that our proposal deserves un-tabling of the Motion to Expand.
We need 6 votes to even get consideration.
We then would need 8 votes to approve expansion.

The motion will be lifted from the table when enough school proposals are in to take further action on expansion.
How long will that take? I think schools are really anxious to get consideration. I would predict only a short time.
As I recall, some delegation occurred in terms of the expansion committee doing due diligence on these proposals.
I think that due diligence time could go quickly as well.

Because of the seriousness of the matter, I would expect a follow-up face to face meeting between presidents.
Discussion and debate would require that level of participation.
That would be the earliest it would or could happen.
We would not see a phone vote on this one.

We could even see deadlock happen on which schools to include. That could push the vote off even further.

There is still a lot of territory to cover.
