I think we sometimes forget the insurance companies are businesses and insurance isn't a right (though now it is practically mandated to have it.)

Spreading the risk across the board is basically creating a single payer system. Premiums will then be too high for healthy payers and premiums too low for non-healthy payers.

I think it is far better to have more localized plans that reflect your true cost rather than a nationally aggregated and averaged cost.
