The issue is conference network...

If the Big 12 has no plans for a conference network then BYU doesn't deliver a new market. ESPN and FS1 are already pretty well distributed. If a conference network were in play, as it was when the PAC expanded, then you end up with another market where you can get your conference network on tier 1 packages easier.
