I actually thought it was a decent throw

If he throws it further, the other DBs step in and pick it off. My opinion is he intentionally threw it short so his WR could make a play on the ball. Hifo's defender had his back turned and wasn't playing the ball, throwing it short allows Hifo to make the play. The WV defender made a great play and popped the ball in the air.
