A lot of it comes down to him helping put the team in a position to win. How often is he making the right read, how often is he throwing on time and accurately? How often is he making big plays with his legs? He is averaging nearly 275 yards of total offense with 6 TDs. The 7 INTs is definitely high, but several have been off of deflections, and while they may not have been perfect passes, there is some bad luck involved as well.
I have never argued that he has been stellar, the UCLA game was very frustrating, and it could have been very different if he had hit Hifo on the opening drive, which he had a chance to do. With that being said, I think he has made some good plays as well, as has helped the team compete against a difficult schedule.
Ultimately, the coaches "set the bar" for him, not the fans.
