If 80% of the fed gov was let go tomorrow, you would see no difference
in productivity. Then you could pay the 20% who actually do the work, market or above market rates for their service.
I worked at a fed agency for 2 years.
It's a welfare program by a different name.
I have family and friends that work for the government....good solid folks...good at what they do.
They are the 20%.
