You can argue the teams Stewart faced were more difficult, with no Jamal, and with a defense that was the worst in years due to all the injuries. Not to mention he hadn't played meaningful D1 snaps. But at the end of the season, the offense was clicking, BYU was actually throwing the ball downfield with a quarterback that could read a defense and go through progressions in games, not just in practice like Taysom.
