More important than the # of returning starters is the returning depth.
Starters are great...if they are back and they play. Several aren't. And behind those that are, there is little depth at many positions.
The staff has done as well as I would have expected the previous staff to do in 2016 were they back. This team likely wins 8 or 9 games - just like the previous staff would - but with an improved outlook on future depth IMO.
