Most of the time, the best athlete on the team is not the best choice for QB.
This statement you made: "One didn't need a crystal ball to see the kid was driven and that he had the smarts to be a great QB." is easy to make after the fact, but in reality, it's an impossible assumption, because neither the coaches nor anyone else could know at that point if Steve really did have the smarts to be a great QB; he was 100% unproven as a QB at that point.
