A good friend of mine did that. He said the fine was a couple of hundred dollars
which was less than 1 months premium. He has 6 young kids and figured if there was something catastrophic that happened he would just take them into the ER and ultimately pay the minimum payment to the hospital. He said that the hospital is always willing to work out a payment plan with ridiculously low payments.
