That's why we have refs because they call fouls and calling fouls changes the game. It makes players play by the rules not just run around and hack at will. If you want to complain about the number of fouls maybe you should take it up with the players, they are the ones that commit the fouls. It sounds like maybe what you have a problem with is the rules of basketball in which case maybe you could see if the NCAA wants to go back to playing in cages. No out of bounds to slow the game and no refs.

Look I don't like watching tons of free throws either but I don't blame refs for the players committing fouls.
