schools could provide one full "training table' meal with a certain number of snacks during the day. What constituted a snack was clearly defined. The oft-used example was of a bagel. A plain bagel was considered a snack but one with cream cheese was pigeonholed in the meal category.
The P5 measures eliminated all those restrictions. They now provide three meals per day (it's up to the individual schools to determine how basic or exotic that can be) and snack foods available anytime.
