I can bet there are a ton of smaller shuttle business's who would take
you down in two 15 passenger vans. Or as you suggested why not just rent two 15 passenger vans yourself and drive it. Then you have TOTAL control. My brother owned a shuttle business like this and we did trips like this all the time from SLC to National Parks for companies just like you are talking.
