Teams w/ NBA talent won't be top 30 in both due to players leaving early for the
NBA. The list will be dominated by experienced mid-major and low-major schools. A lot of the high-major teams are probably more likely to be in the middle in terms of experienced as a result. Since you asked, though, here's the list. There's only 3 teams that are in the top 30 of both:

Monmouth 27-6
UT Arlington 24-7
Holy Cross 15-17

If you extend that to teams that are in the top 50 in both you get another 9 teams:

Belmont 22-6
Dayton 24-7
Marshall 19-14
Winthrop 26-6
Siena 17-17
Mississippi Valley State 7-25
New Orleans 18-11
UAB 17-16
VCU 24-7

Overall those records are pretty solid. The teams with bad records are teams that always have bad records. However, most of these teams have had solid seasons by their standards. Dayton and VCU will both be NCAA teams. UT-Arlington, Belmont, Winthrop, and New Orleans could all get auto-bids in their conferences, and Siena was 1 game away from getting the auto-bid in their conference.
