I don't think it means the university failed him necessarily. I know a girl who has a 4.0, and does really well in a school setting. You could say that the university succeeded in this case, but she's one of the dumbest people I've ever met, and is one of the last people I would hire. I don't know how the wonderlic works, but I wouldn't base someone's education (or value of that education) on one test.
