stealing car stereos and stuff. A bunch of neighbors installed security cameras and got video of the kids doing it - good look at their faces, and places to grab prints, etc. But the police refused to do anything about it, said it was all inadmissible, and there was nothing they could do about it.

I think the reality is that they just don't have time to do anything about small scale theft like that.
