What you described is exactly as it is now. Exceptions to exceed the cap.
You can't exceed the cap to sign Free Agents that you don't have rights to, unless you use an exception, which for the most part are capped out at around $8M.
The Cavs luxury is so high because they signed all the players they traded for or drafted to massive extensions, because of exceptions.
