recycles all the nuclear waste rods into new rods and has very little rods. In the US old rods are just stored forever in salt mines that contaminate the earth forever. I'm not sure, but I got the impression that all nuclear material in France is owned by the government and then used by corporations, but must be returned to the gov't.
