It's not really the central system. It's that France does fuel recycling.
Right now in the US we can't do anything with the used fuel except put it into a pool or a concrete structure and store it. The amount of nuclear waste we have right now from all nuclear power production, without recycling, fills up a football field about 20-30 feet deep. That is ALL of the nuclear fuel used in the last 60 years. Compare that to, not only solar, but coal. The amount of coal waste in the US is staggering. Coal amounts to much more radioactive releases in the US than nuclear does.

Were we to recycle nuclear fuel, we could substantially reduce the waste volume in the US to insignificant levels (even though the levels right now are still pretty insignificant).
