I don't think they are the same word. To me, a creep is truly disgusting and

weird in a disturbing way - like you genuinely don't want to be around that person at all. A creeper is somebody who is overall relatively normal but maybe has occasional tendencies of creepiness, but usually is temporary. At least that is the way I have heard it used.
