Here is where we get more parity in College Football. Limit schools to 50
scholarship offers + (200 - # of Currently eligible players). That still allows schools to over-offer, but not by quite as much.

Also, this allows schools a bit more freedom if they have a lot of transfers or have a Marshall situation.

That's the first step.

#2--You can not offer a scholarship and then not fund a kid for at least 3 years. If you end up one year going over budget, the number of offers allowed the following year is decreased accordingly.

#3--If a kid verbally commits to one school, all other schools can still keep him on "soft offer," but they are granted one additional offer (essentially allowing them to offer another player on a 1:1 ratio). If both kids end up coming, resulting in rule #2 violation, the same #2 rules apply.

#4--Once a kid signs a commitment/LOI, The school is required to pay the student $500 to help with the transition/move to college. This also means that the kid is locked in to that school and is a binding agreement. Redshirt/loss of eligibility rule apply as now, if transferring. No other schools are allowed to offer or contact the kid.
