At least, for me, I find that slower speeds put me in a semi-vegetative state.
As far as the additional education goes, other countries, such as Japan, have much more stringent driver's training courses, and the driver must pass high levels of competent driving before they can get a license...and the fee to get a license is 4-digits, not 2 digits like it is in the USA. They also can navigate tight, narrow roads with precious little room between their car and the bicycles parked on the side of the lane, or pedestrians. Sometimes, they have to get out of the car and move things in order to pass by...
Americans have a few road sessions, pass an easy test, pay a few buck...then struggle to park within wide lines in a grocery store parking lot.
